After thinking about this a bit more after our conversation I think you are right on cost and theme. Once he gets a shot off the surprise is gone a bit. Another option would be to have the defensive player roll 1 less defense die, as he was caught unawares- actually like that idea quite a bit.

That sounds fitting for the Ambush power. If we do go with one less defensive die then I think it would be OK to allow it on both of his attacks. Does either of these sound OK?
